WWI draft card "C"--question

Surnames: Kelley, Kelly, Sebren, Singletary, Shoemake(r)
I have located the draft registration card --C--for my gr grandfather but I have a question about info on it. Under the general heading of Race are the following: white, negro, oriental and next to those is a heading of "Indian" and underneath are 2 boxes: Citizen and Non-Citizen. Then below all of this is a general heading of U.S. Citizen--with 3 boxes: Native Born, Naturalized, Citizen by Father.
On my gr grandfather's card the following boxes have check marks in them: White, under Indian the "citizen" box is checked, and under U.S. Citizen the box "Native Born" is checked.
My questions are: since the "citizen" box under the "Indian" heading is checked, does this mean that he was partially of Indian heritage?? If not, why would that box be checked along with the one under "Native Born"??? And, also, someone brought up this question: why was the box denoting him as "white" checked if he was of Indian heritage???
