Sorry for the delay in getting back to you.
Don’t recognise the uniform but looks like it could be for someone who was “resident” at a military hospital and badge or medal is too small to see.
Looked at the UK National Archives catalogue but couldn’t see ANY Chalom names who applied for Naturalisation until around WWII and no William or Willy, and the surname name didn’t get any hits that were relevant.
Found a reference for the marriage in GRO [General Registry Office] Index to Consular Marriages as:
Index to Consular Marriage 1916-1920, Vol 14, CHA-CLI
Names: Chalom, Willy, Hirch; Conulate: Lausanne; Page 2015.
If you don’t have a copy of the certificate you can obtain a copy from the Overseas Section, GRO Southport, Lanc’s see http://www.gro.gov.uk/gro/content/ .
Couldn’t see any listing of a birth for Willy in either Consular or Military births overseas, but you can search for yourself at the pay per view site findmypast.com. As there are very few Chalom Births, Marriages & Deaths in the GRO Index to BMD’s [Civil Registrations] for years 1837-1940, I think it’s likely the mother was British rather than the father, but don’t know how you can trace a birth in Egypt.
In a web search for - stateless persons 1916 – I saw a suggestion that people who fled Germany [or had a German parent] were declared stateless persons by some counties. This effected Jews and Gypsies to name two groups [foretaste of WWII eh].
