He was on two passenger ships list. One in 1911 and one in 1940. It appeared as though he was in the Navy in the 1940 Passenger liner going to a military destination or he was assigned or worked on that ship. If he were in the Navy at that time. Then I would figure he was in the military (Royal Navy). He was either going to or coming from.

I might have interpreted it wrong. You said " It is good to see that he is still in the Navy." or something to that effect. Were you talking about 1911 or the 1940 passenger Liner.
