You can check the following website www.nafts.net and check under army tugs. I've attached a pic of USAT LT-208 which has a close hull number to 221. There were several types of fleet tugs being used, so don't take this picture as an accurate depiction of LT-221 although I would imagine they were of the same class.. You could probably ask on the site if anyone has any info.
