False birth parent names?

I'm starting to believe there was an awful lot of false birth parent names going on in Oregon? Why, when they believed the records were sealed? My mother (now deceased) was born in the Florence Crittendon (sp?) home for unwed mothers in Portland in 1929. Her mother's name is listed as Louise Fail, born in Illinois around 1909. Her employment was as a domestic in Berkeley, California, and Mom's pre-adoption birth record shows Louise had 2 other children, one living. The father is listed as Jack Ceresetti, born in Italy about 1900, employed as a "Frigidaire mechanic" in Oakland, California. My mother's adoptive parents also lived in Oakland, California, they were unable to have children, but did adopt one child, their son, before my mom. I have many, many years of experience in genealogy research, and I cannot find Louise Fail or Jack (or even Giacomo) Ceresetti ANYWHERE! Any ideas?
