I am hoping there is some kind soul out there who can help me. I am doing genealogy research for a close friend (my husband's best friend for years and years). His father was born William JENKINS in 1921 and was adopted by Milton and Rose Dallin that same year and renamed Robert Milton Dallin. From what my friend knows, there were other JENKINS siblings, the JENKINS were married and that William/Robert was the only one given up for adoption. William/Robert died in 1988, and his natural sister, Ruth, attended his funeral.
Does anyone out there know what will happen if we request a copy of William/Robert's original birth certificate? Would that be sealed?
