Adoption is goverened by the state of the adoption.
Which is most of the time the residence of the adopted parents. - Did the adopted parents live in S.C. at the time?
DSS - Department of Social Services of S.C. will ONLY provide background info on the adoptions that go thru their office - if it was a private or other agency adoption DSS will not have any info.
