But who is the media "owner", the uploader or the original provider?
This looks to me like a type of compromise solution. My guess is that someone with some sway in ACOM, for reasons unknown, is playing hardball on the issue. Perhaps they want to afford an original provider the opportunity to rectify mis-identification or mis-use of a copied and re-uploaded graphic.
Doesn't make much sense to me either...but the comments can now be effectively removed from media at the uploader's discretion (at least I think so).
