Insta-"transcription error" alternates? Yikes

Not really believing what I just experienced.

Made a transcription error submission then proceeded to attach the record using the vintage process. Getting a "we apologize" response several times, I thought I'd give the new process a try. Could not believe it when I saw my just-made "transcription error" submission already being offered as an alternative...

This techno-freight train certainly has some impetus (and my personal jury is still out on the question). Is it being offered to me because it recognizes me as the submitter or is the alternate being offered to all?

ACOM, can you please shed some light?
