The "block user" feature is only for ACOM messages. You mentioned that you've sent messages to the offending person about the information she's copied from your tree but the person hasn't responded to you. If you've blocked her, she can't respond to you even if she wanted to.

As long as you've got a public tree, anyone can copy the information and/or photos from it. There is no blocking feature on public trees.
