I have a relative who has a very valid reason for keeping their tree private. However this relative shares freely with those who ask and we have exchanged much useful information.

To say that people who keep their trees private are freeloaders is not a valid assumption. Have you ever bothered to ask them to share? I get a very positive response when I ask and a very high percentage share with me.
