GEDCOM won't allow me to 'de-privatize' living people

Wondering if anyone can help me with this. When I uploaded my family tree to ancestry. ca, it didn't show any of the living people even when I changed it to a private family tree. It was that way for several years before I realized that other people could see living people on their private ancestry.ca family trees! I tried to export a new GEDCOM file from the .paf file on my computer, but it has permanently grayed out the option to show living people. There seems no way to share my GEDCOM showing living people. I phoned the Ancestry help line and they did not know how to fix this. Is there any option for me other than starting all over again? I have about 3000 people in my .paf file so hate to start all over again building a new family tree. Appreciate any ideas anyone might have.
