ED means " enumeration district",it is a way for them to log which enumerator did which area.
If it is an instituiton eg Workhouse or hospital-then that would have held so many people it would have warranted an enumeration district all on it's own.
The same goes for any vessel(Ships)which would be moored off land,but full of servicemen.
