Local registrars office are very strapped for cash these days and many do their level best to avoid having to deal with genealogical requests, such as requiring that you supply quite a lot of detail in your application (which, of course, if you had you wouldn't need the certificate!). They are also now slightly more expensive (£10 for the certificate plus postage plus an admin fee for debit or credit cards compared to £9.25 all inclusive).
