As old as this cemetery is, it will probably qualify for the National Register of Historic Places. If it is inside the city limits, a complaint should be made to their code enforcement officer and the city should send someone out to clean it up. If it qualifies for the National Register, there may be funds that go along with that which could help with maintenance. You can check online.
