civil war burials at Fort Monroe

Surnames: Yohe, Joyner, Lee, Langley, Merritt, Hicks, Overby
I had family on both sides in the civil war. If a person from PA died at Fort Monroe of an illness between 1863-1865 where would they bury them? I am looking for my great great Uncle Elisha Yohe from PA. Can anyone help me with this. I was told some were buried and later moved to Oak Grove in Portsmouth VA, because they were from the north.
