What does S.P.R mean?

Surnames: Corbett
Hi,

On the 1901 census, one of my relatives (William H Corbett) occupation is listed as a caulker in shipyard. Just above the word shipyard is the abbreviation S.P.R - does any one know what this means? The area they lived in was Hartlepool.
