Info. in the 1870 census re: right to vote denied

I believe the last column in the 1870 census has this:
"Male citizen of U.S. of 21 yrs of age and upwards whose right to vote is denied or abridged on other grounds than rebellion or other crimes."
Does anyone know what other grounds or reasons someone might have lost his right to vote?
