Chicago, IL - 'peacemakers' during the 1930's prohibition & organized crime

I have a photo of my grandfather in a uniform. I am 99% certain this photo was taken in the Chicago suburbs of either Zion or Waukegan, IL between 1929-1933.
Some family members say he was hired or recruited as a deputy police officer to help assist with 'rum-runners' and organized crime, and others say he was moonlighting as a security guard for a bank, in one of those two towns.
There is no studio listed on the photo that I could tell, but it certainly looks like a posed portrait.

On the uniform collar, there are pins on either side with the initials "Z G". I am wondering if this is the company he worked for at that time. If anyone recognizes the style of cap and or uniform, or the initials, could you be so kind as to give me more information about the company?
