"Member Match" AncestryDNA vs. surname matches

This might be a basic, but how might one best figure out if a Ancestry DNA match is a relative when there are no surname matches between the two trees? For example, a cousin I actually know is a DNA match and surname match, as would be expected. Other members are DNA matches, but contain no ancestor surname match and often no location match either. It just seems quite random and more improbable to find a real relative among the 7 pages of possible matches I have been given. Can any one advise on this? Thanks.
