I came across a site (www.footnote.com) that has digitized millions of records from the National Archives and Records Administration (NARA). They are working to include naturalization records (1792-1966) for New York, Pennsylvania, and Massachusetts.
I signed up for a one month subscription and found my grandfather's information regarding his naturalization in 1918 while in the U.S. Army. They also have a "free" seven day subscription.

Typing in "Lithuania" yields 12,685 hits and "Russia" generates 302,155 hits.
It's worth looking at.
