Surnames: Czelenden

I have a photograph of the Czelenden father and brothers and it says on it
Raseiniai, Apskritis, Lyduvenai
I am told it is the town, district and parish but uncertain if that info is correct. Is it a place and translated to mean where? Thanks so much.
