Naturalization in Hawaii

Surnames: James Arnold or Aurndel or Arundel - Hawaii 1885-1900+
My husband's grandfather, James Arnold (Aurndel, Portuguese spelling -- b. 1865, England; d. 1926, California)came from England to Hawaii about 1884. All three census records 1900, 1910 and 1920 indicate he was Naturalized in 1886 but the ULUKAU indexes in Hawaii for Naturalization do not list him. In 1900 he is listed in the 1900 Census of Military and Armed Services in Binan, Philippines - wouldn't he have had to become a citizen to be in our armed services. I believe I read somewhere that if a person was a Hawaii citizen at a particular time, they were automatically considered a citizen of the U.S. (not clear on what I read). I haven't attempted to locate a military record - that is my next task. Does anyone have a suggestion? Appreciate it. Thanks, k
