Determining State in Which Naturalization Was filed

I have an ancestor who came to America from Ireland in 1881. He lived in Essex County, Nj from then until 1887, during which time he was married.
He and his family then moved to Pennsylvania, where they permanently settled in Johnstown, Cambria County, Pa. I haven't been able to glean much info on this on any of the censuses I have for him. Should I be looking for declarations in NJ or PA? Both? Any help would be appreciated. Thanks!
