1858 Rochester NY intent to become US citizen

Surnames: Hesler, Hessler
My relative John Hesler declared his intent to become a citizen on October 18, 1858 in Rochester NY. His previous "ruler" was the King of Norway. He moved to the Gold Country of California where he is found in Hornitos in the 1860 US census and then in Mariposa in 1870. Where can I find a copy of this intent record as it may contain what city in NOrway he came from. I am trying to validate that he is a person born in SKien Norway in 1833.
