Christine,
You don't say where you live so I have been rather general in my reply. If your brother received an actual "grant" of arms then he could have gone to either The College of Arms" (London), The Lord Lyon (Edinburgh) or Ireland. If he simply devised his own and registered them then it may well depend on his domicile to discover where he registered them.
