If you are reasonably sure that these arms are on record in Ireland then a short enquiry with the Office of the Chief Herald of Ireland would give you an answer:

If however they are recorded elsewhere then in it might result in a great number of separate enquiries to individual granting/recording authorities.
I suggest you start with Ireland first as that seems to be your first instinctive port of call.
