Looking at the dress and the woman's hair-style in particular I would say this is much, much older than 1963. My guess would be the 1920s or 30s. The younger man seems to be in some sort of military uniform and the shield seems to be something which is awarded year by year - small shields round the edge. Target shooting was very active in South Africa (still is I think) and I have seen similar shields which would be presented on a yearly basis, recording the winner for that year on a small additional shield. It might be worth asking the National Shooting Association of South Africa if they have any ideas. This does not explain the older man's regalia but if you could pin down one part it might lead to another clue.
