EQ means something like "Exceeds quota". In the 1920's immigration was restricted by quota legislation. The Board of Special Inquiry allowed Fanny in to the US, apparently because she was not an immigrant but a visitor. The length of stay on the passenger list shows "less than 6 months" I can't help you with the number 100 in the cause of detention column. I see that she arrived again in 1929, this time with an immigration visa and the intention of remaining permanently.
