Hello,
The name MINCYINSKAS sounds and looks Lithuanian to me.
My family is Lithuania and i know that the AS, US and IS
are at the end of Male's names in Lithuania.
Maybe you can try writing to NARA about Naturalization records and the Manifest.
They could have immigrated from Germany. Bremerhaven perhaps
