Great Grandfather born Germany (british subject) help

Surnames: Smith
I am struggling to find info on my husbands great grandfather who on the 1901 census is down as born Germany (British Subject). My first query is does anyone know what this means? Does it mean he was British but born over in Germany or that he was German and had gained naturalisation.
On his marriage certificate it gives his fathers name as
George Smith occupation Publican. Fredericks occupation was a confectioner. Can anyone help with any ideas on places to search.
