Pedersen would have been the Norwegian spelling so if you are looking for records before they were in the States it would be better to look under that. They probably changed it for convenience. The majority of norwegians emigrating came through Englsnd, Norway to Hull by ship, train to Liverpool and then another ship to US/Canada etc. The Wilson Line held almost a monopoly of the trade from Scandinvia to Hull so it might be worth chasing their records. Also remember that Norway only became independant of Sweden in 1905 so it could be possible that they were registered as Swedish in which case the name could be written as Pettersson. Hope this helps a bit.
