Norddeutscher Lloyd had four ships named "Bremen" (one of the two biggest ports in North Germany) but Bremen 3 was sold to the Byron Line in 1921 and Bremen 4 was said to be built in 1928. However as she does not appear to be named and ships take several years from drawing-board to launch, perhaps it is a photo of Bremen before she was officially named and launched. Lehe means absolutely nothing and Lebe is a tense of the verb Leben. e.g. Es lebe ... - Long live ... Look up Norddeutsche Lloyd, Theshipslist and NorwayHeritage, the latter has a photo of Bremen 4 which you could compare.
