Identifying a red line in passenger list

The RMS Arundel Castle arrived in Durban on 24/10/1958 with passengers who embarked at Cape town. Eight of the names on the passenger list (as found on Ancestry.co.uk) have a red crayon line drawn through them and they were all seamen in the Navy and had something to do with the HMS Diligence, Southampton. Someone has written at the bottom in the same red crayon "8 F & C".
Can anyone tell me what this red line meant? Was it cancelling their trip? What does the F&C mean?
