Help in reading name on Passenger List - 27 Feb 1906

Surnames: Dieber
I have looked at this name till my eyes are cross-eyed.
My Great Grandpa's sister - Rose Dieber arrived in NY on 27 Feb. 1906, on the ship: Finland, she was 23 years old, came from Koingsdorf, Hungary/Burgenland.
On the Ships Manifest the person who meets her, is her Brother-In-Law, from Stiles, Lehigh Co. PA.
I have attached it, and it is in the middle of the page.
The first line reads: Brother In Law - Frank S*h*mber (this is a guess)
The second line reads: Stiles Pa. Lehigh Co.

I looked up & down the page to compare letters, the S in the surname & the S in Stiles looks the same.
Rose/Rosa Dieber is on line 12, Image 85

Rose had a sister Maria Dieber, who arrived in 1898, so Frank would be Maria's husband (BIL to Rose) Have checked marriage records for Lehigh Co. under Maria/Mary Dieber/Diebert, and found nothing.

If anyone can figure out this spelling, I would be most grateful.
