I am afraid I have to agree with David's post (see below) that the information from Stevie is probably unreliable.
The only Violet on the 1901 census with a mother called Phoebe and siblings of Liliian and Harvey is living in Newington in London. The details are as follows:

Arthur E Payne Son - Male 5 - NEWINGTON, LONDON
Violet P M Payne Daughter - Female 1 - NEWINGTON, LONDON
The census reference is: RG13 Piece 378 Folio 33 Page 58 and the address is 3 High Park Crescent, Newington
I have looked at the ancestry passenger lists and was surprised to find another family with similar names going to Canada in 1901. James and Jane PAYNE had a son Harvey and daughter Violet (and other children) going to Halifax!
