Emigration from Ireland during Irish War of Independence

During the Irish War of Independence (1919-1921), was there any requirement that the Irish emigrate from England rather than Ireland? My grandmother immigrated to the US in 1921. She was from Co. Galway, but departed from Liverpool, England. The ship's first port was in Queenstown (now Cobh), Co. Cork. Her sister emigrated the following year from Queenstown. Was there a wartime requirement that the Irish first travel to England before emigrating?
