E.S.A. designation

I was looking on my Grandmother's (Ann Flynn) passenger manifest for when she immigrated from Scotland to Canada. I noticed that where it states who paid for trip, it is listed as E.S.A. I also noticed that there were many others on the ship with the same thing.

I was told that she went to Canada when she was 16. My mom had always told me that she went there to study nursing on a scholarship.

However, the manifest that I found her on was when she was 19. She travelled on the Athenia on 3 Apr 1927.

I am thinking now that it might be one of those instances where indigant people are sponsored to go to another country in order to relieve some of the poverty.

I am not exactly sure if that is the case though. I tried searching for E.S.A. but I kept coming up with either an enviornmental group or an employment act that wasn't around until 2008.
