More likely charities would have borne the burden for someone who was not able to care for themselves. In fact not many people paid tax in those days as compared to today. Constitutionally the federal government is only allowed to collect 3 types of tax, excise tax (which is sales tax), export tax and import tax or duty.
In any case the reason of LPC may have been her age, no ticket to destination, not enough money and if she was single she HAD to me met by a male blood relative. The docks and surrounding area was not the place for a single vunerable female in those days.
