The first number is *not* the state... it is the INS District. INS District may have covered parts of several states.
Also this search of "legal" entry into the US was not notated in manifests until the 1930s and 1940s even though this process of verifying arrival began in 1906.
The form was called Certificate of Arrival.
While the Certificate of Arrival number may be of no help, certainly the date will be, as this may allow NARA or INS (now part of Homeland "Security")to narrow their search. Also look out for the number 505, which indicates a discrepency in information on the manifest vs the person filing their papers... could be age, physical description... but in most cases I have seen it was a discrepency in the name. Often times people used passports of others to come to the US.
Also when seeking these papers from the NARA/INS give aka names.
