I believe you meant to say the 1920 Census.
The 1920 Census does not say Fredrick Kiel. Ancestry's index of the transcribed names says FRED Kiel, Under that name in the index is FRED KREB. Apparently someone inside Ancestry has been looking at their poor transcriptions and making changes. The change appears as an alternate name, indicated by the yellow triangle, while the original erroneous transcription remains.
Have you looked at the original population schedule for 1920? It very clearly says KREB.
