Just to get it on the board and see what anyone else can come up with:
Ayr and Ayrshire are in Scotland and near as I can find out there hasn't been a town of Ayr or shire (county) of Ayr in Wales ever. That said the northernmost point of Wales is "Point of Ayr," in Flintshire. I'm guessing that some descendant couldn't find Ayr in Wales and guessed at Scotland, thus the confusion. Now, if we can find some Howells in Flintshire around 1600. . .
