State Mental Health Records

ANy suggestions of how I might access the mental health records of my ggrandmother who lwas an inmate of Stockton State Hospital and Mendocino State Hospital for 30 years. She died at Mendocino State in 1959 and I am her next of kin. I checked with the state archives and they had very little of her. They suggested I find a physician who would authorize their release (to him) on the premise of needing for genetic counselin, but Napa State Hospital (where the records are allegedly stored) would not accept this and denied me their access and would not verify they even had them. I would like to obtain them for the insight it would give of a woman who we know very little and her institutionalization represents over half of her life.

CONTRA COSTA COUNTY HOSPITAL IN MARTINEZ, CA IN 1920'S & 1930'S

Does anybody know anything about the Contra Costa County Hospital (Detention Center)in Martinez, CA in the 1920 to 1930's? I found a person that is a good possibility she is my great grandmother in the 1930 census for Contra Costa County, City Of Martinez. It lists the people as inmates on page # 7 line # 32. I don't know if this is a mental hospital or homeless hospital. I found a Contra Costa Health Services in Martinez, CA in 2007 on the internet. It lists that there are services for mental, homeless people, etc. I can't find out if this is an extension from the Contra Costa County Hospital & Detention from 1930. I found on the 1930 Census a Mary Frank born in Portugal (Azores) and her mother and father were also born in Portugal (Azores). Her age is listed as 75 years old and widowed. Her birthdate would be in 1855. I have a few more questions if somebody responds to this message.
I ONLY HAVE 2 LEADS THAT I HAVE FROM MY GRANDMOTHERS SIDE OF THE FAMILY. I THINK THERE IS A POSSIBILITY THAT I STILL HAVE RELATIVES ON MY GRANDMOTHERS SIDE OF THE FAMILY STILL LIVING IN CALIFORNIA AND I WOULD LIKE TO TALK TO THEM TO SEE IF THEY KNOW ANYTHING ABOUT THE FRANK (FRANCK) SIDE OF THE FAMILY. I AM GRASPING AT STRAWS AND AM DESPERATE. I HAVE BEEN WORKING ON MY GRANDMOTHERS SIDE OF THE FAMILY (FRANK OR FRANCK) FOR 1 YEAR AND 1 MONTH AND HAVEN'T HAD MUCH LUCK.
THIS IS THE INFORMATION THAT I HAVE FROM MY AUNT. MARTIN, MANUEL, FRANK (YES THEY NAMED ONE OF THERE CHILDREN FRANK FRANK), JOSEPHINE, MAE OR MARY AND ALICE RENA (MY GRANDMOTHER). MY GRANDMOTHER ALICE RENA MARRIED GUS FOSTER ROWE POSSIBLY IN 1908 AND THEY HAD 11 CHILDREN AND LIVED IN ALBION, CA IN MENDOCINO COUNTY UNTIL AT LEAST 1929 THEN THEY MOVED TO CAMPBELL OR SAN JOSE CA.
MY GRANDMOTHER ALICE RENA FRANK (FRANCK) ROWE DIED IN 1951 IN SAN JOSE, CA AND MY GRAND FATHER GUS FOSTER ROWE DIED IN 1953 IN SAN JOSE CA IN SANTA CLARA COUNTY. MY GRANDPARENTS 11 CHILDRENS NAMES ARE EVA, VIOLET, EVELYN, MABEL, EDIT, DOROTHY, HELEN, BRADFORD (HE WENT BY RAY), THEODORE (HE WENT BY TED), GLEN AND MY FATHER GUS FOSTER ROWE (WHO WAS NAMED AFTER HIS FATHER)BORN IN 1919 IN FORT BRAGG IN MENDOCINO COUNTY.

THE 2ND LEAD I HAVE IS THE 1880 OREGON, BUTTE COUNTY CENSUS THAT LISTS THE FOLLOWING.
FRANK, MARTIN HEAD OF HOUSEHOLD 43 YEARS OLD BORN IN PORTUGAL
FRANK, MARY 30 YEARS OLD BORN IN PORTUGAL FRANK, MARY 5 YEARS OLD BORN IN MASS.
FRANK, FRANK 3 YEARS OLD BORN IN CA
FRANK, MANUEL 6 MONTHS OLD BORN IN CA

I WAS TOLD THAT JOSEPHINE AND MAE (OR MARY) LIVED IN SAN FRANCISCO AND SEBATOPOOL CA.

THIS IS ALL OF THE INFORMATION I HAVE.

I WOULD APPRECIATE ANY AND ALL HELP. I AM VERY FRUSTRATED AND I AM BEGINNING TO DOUBT MY SELF IN FINDING MY GRANDMOTHERS SIDE OF THE FAMILY BECAUSE I AM NOT HAVING ANY LUCK.

AGAIN PLEASE HELP ME.
