HIPPA Requirements at Nursing Home for patient who died 1917

I hope someone can give me some insight into a matter involving a gentleman whom I fully believe was the brother of my g-grandmother.

James Johnson died in 1917 in Mobile, AL in what was then a home for the aged and continues to operate now as a nursing home. I called to ask if it was possible to examine his archived records (hoping to verify that he was indeed my uncle) and was told that HIPAA laws restricted the release of that info.

I am not sure what all is is covered by HIPAA, but it just seems to me that restrictions on a man who died more than 90 years ago is a bit overreaching. Does anyone have some specific information you can share with me?
