I am pretty sure there was no such thing as a training establishment at that time. A boy who wanted to go to sea would sign on as a cabin boy and get the experience he needed to go further. You say your ancestor was a "shipowner" so he obviously had money from somewhere to buy his own ship which he could then take to sea regardless of ability. You mention Newcastle and Shields area - very few people in those parts did not have some sort of maritime connection. I would suggest you start with Newcastle Local Studies.
