I have found and used what was called a "Burial Transit Report", dated as early as 1930. I found these in Michigan at a township hall with death and cemetery records. Basically before "shipping" a body home, a funeral director, doctor or medical examiner released the body from their jurisdiction where the person died. This was the form many filled out. Good luck.
