Quite correct. What if a brother or paternal uncle were actual parent of a child believed to be child of X, who identified the child as "his" in a will? There is no way to determine this for untested persons.

Y-DNA can point to common ancestry but cannot detect who exactly an untested common ancestor was.

It can be most useful to rule out a paper-trail ancestry.
