This is the same Francis Powell, however, he moved to and died in Danburg, Wilkes, GA. (Monticello is in Jefferson Co.)
I don't have a definite date of death, however, it was between Jan. 1, 1838 and March 22, 1839. These dates are derived from guardianship and Adm'r returns records. Nancy died between the 1820-1830 censuses.
This is not the same Francis Powell as those of Elbert and Lincoln Counties.
