I don't believe passports were required until sometime just prior to or after WWI. Have you treied the new Ellis Island Passenger Search for the name of your great grandfather? Was your great grandfather naturalized? If so, have you searched for his naturalization papers? If not, and if he was alive in 1940, have you searched for his Alien Registration Form?
