To answer your question, Yes there are African American Masons. You can check with the M.W. Prince Hall Grand Lodge F.& A.M. for the State of Louisiana and Jurisdiction. I got this address off of the net so I do not know if it is still a good address, but it is worth a try. The address I found is as follows:
